Studies have shown that government-mandated human rights due diligence is still neglected by many European states. Hence an enhanced due dilligence mechanism could mitigate human rights violations.

Companies own mechanisms often remain to vague. eg not linked to ILO standards.
Also often the wobbly dd concepts are not recognizing local HR related risks adequately.
Currently there is also little involvement of external review bodies that have more experience and can act more independently. Internal bodies often appear to assess their risks based on potential damage to the their company, and not on adverse impacts on affected individuals and groups.
